Information on the health insurance registration process for students

Under Section 199a of the Social Code, Book V (SGB V), there is a mutual obligation for health insurance funds and higher education institutions to notify one another.

Health insurance funds shall notify the higher education institution of:

• the insurance status (M10)
• the start date of cover following a change of health insurance provider (M11)
• any arrears in the payment of health insurance contributions (M12)
• the settlement of outstanding health insurance contributions (M13)

The university notifies the health insurance funds of:

• the start of studies and the date of enrolment (M20)
• the end of the semester on which de-registration takes effect or took effect (M30)

Since 1 November 2021, Worms University of Applied Sciences has been using the electronic student registration system. It has not been able to accept paper-based notifications since then.

We require an electronic notification from your health insurance provider regarding your insurance status (M10) by the time you enrol at the latest.

Please contact your health insurance provider – the sooner, the better. Your health insurance provider will then send the required notification to us.

EU nationals
If you hold a European Health Insurance Card, you do not need any additional insurance in Germany. Present your European Health Insurance Card to any German statutory health insurance provider of your choice. There, you will receive a confirmation (‘Meldegrund M10 für die Hochschule Worms’) stating that you are exempt from the compulsory insurance requirement.

Non-EU nationals
If you come from a country outside the EU, you must register with a German health insurance provider. For your journey to Germany, travel insurance from your home country or a German travel insurance policy will suffice for the time being. This is generally valid for 90 days. Check with the German Embassy in advance to confirm whether this travel insurance is accepted as health insurance cover. Upon your arrival in Germany, you must register electronically with a German statutory health insurance provider. In some circumstances, private health insurance from your home country may also be sufficient – please check this with your insurer.

Please note:

1. Statutory student insurance usually takes effect from the start of the semester (1 September for the winter semester or 1 March for the summer semester). The obligation to pay contributions begins on the day of your enrolment at our university.
2. You can usually take out private health insurance at any time you wish. However, it must be valid for the duration of your studies.

Switching from private to statutory health insurance, or vice versa, is not always possible, or is only possible under certain conditions. Please enquire about this when taking out your health insurance.

Nationals from countries that have a social security agreement with Germany (e.g. Switzerland or Turkey)
If you are covered by statutory health insurance in your home country, ask your insurance representative for a form certifying your health insurance cover abroad. The forms have different names depending on your country of origin, for example E-111, AT 11, ATN11 or BH6. Submit the form to a German statutory health insurance provider so that you can receive confirmation (‘Registration reason M10 for Worms University of Applied Sciences’) of your exemption from the compulsory insurance requirement.

If you are already registered, you do not need to take any action as a result of the change for the time being. It will only affect you once you change your health insurance provider, for example.

To ensure that your next registration goes smoothly, we need an electronic notification from your new health insurance provider regarding the change of health insurance provider (M11).

Please contact your health insurance provider – the sooner, the better. Your health insurance provider will then send the required notification to us.

Please contact any statutory health insurance provider. They will then inform us that you have private insurance. Please provide the statutory health insurance provider with our reference number H0000986.

Important: In order to receive such notification (exemption) from a statutory health insurance provider, the exemption must be applied for with them no later than within the first three months of enrolment and forwarded to us.
